Are Global Markets Broken?

I have seen the word ”broken” used on more than one occasion to describe the current state of all markets. The latest came after what some describe as a flash crash this past Monday when the DJIA fell over 1000 points before quickly rebounding. This along with very volatile equity price swings all week, which impacted all markets, has raised talk as to whether markets are broken or there is a more fundamental and permanent change in how they operate.
